Here is another quick installment of how to code something with the ArcGIS Runtime SDK for Java that you may have had to do previously in ArcObjects. It is so quick that it may not even warrant the overhead of reading a blog post!
You can now find a very simple code example on the Resource Center gallery that demonstrates how to bring a layer with a specific spatial reference into a Map that has a different spatial reference. It is an Eclipse project, so you can simply import it, compile and run it, and view the code.
When doing this kind of re-projecting on the fly, it is always important to note that performance can degrade, sometimes quite dramatically. So be aware!
